How to Get a Health Commerce System (HCS) Account
Health Commerce System (HCS) Account Instructions
- Individual HCS accounts are required for accessing NYSIIS. All NYSIIS users will need to have their own personal active HCS account.
- HCS accounts cannot be shared. Without an HCS account, users will not be able to access the NYSIIS application in the training environment or in their office.
- If no one in the practice has an HCS account, a prescribing medical professional (i.e., a Physician, Physician Assistant or Nurse Practitioner) must obtain the initial account.
- A prescribing medical professional within a practice can request an HCS account at the following Department of Health web site: https://apps.health.ny.gov/pub/top.html
- Any prescribing medical professional who obtains an HCS account is automatically given “Director” and “HCS Coordinator” roles.
- The HCS Coordinator role is authorized to obtain additional accounts for both medical and non-medical.

The Home and Community-based Services program provides individualized services and supports to persons with intellectual disabilities who are living with their family, in their own home or in other community settings, such as small group homes.

Don’t Miss Out on Emails from HHS
The Texas Health and Human Services Commission contracts with a company called Granicus to provide email updates, called GovDelivery. In accordance with your contract, and contracting rules at 40 Texas Administrative Code §49.302(g), you must subscribe to receive HHSC email updates, using this GovDelivery signup, and select Information Letters, Provider Alerts and the contract program type(s).
When you sign up for email updates, you are giving your information to both HHSC and to Granicus. When HHSC has your information, it is subject to the HHSC privacy policy. When Granicus has your information, it is subject to the Granicus GovDelivery privacy policy.

The Hazard Communication Standard (HCS) is now aligned with the Globally Harmonized System of Classification and Labeling of Chemicals (GHS). This update to the Hazard Communication Standard (HCS) will provide a common and coherent approach to classifying chemicals and communicating hazard information on labels and safety data sheets. This update will also help reduce trade barriers and result in productivity improvements for American businesses that regularly handle, store, and use hazardous chemicals while providing cost savings for American businesses that periodically update safety data sheets and labels for chemicals covered under the hazard communication standard.
Hazard Communication Standard
In order to ensure chemical safety in the workplace, information about the identities and hazards of the chemicals must be available and understandable to workers. OSHA’s Hazard Communication Standard (HCS) requires the development and dissemination of such information:

Chemical manufacturers and importers are required to evaluate the hazards of the chemicals they produce or import, and prepare labels and safety data sheets to convey the hazard information to their downstream customers;

All employers with hazardous chemicals in their workplaces must have labels and safety data sheets for their exposed workers, and train them to handle the chemicals appropriately.
Major changes to the Hazard Communication Standard

Hazard classification: Provides specific criteria for classification of health and physical hazards, as well as classification of mixtures.

Labels: Chemical manufacturers and importers will be required to provide a label that includes a harmonized signal word, pictogram, and hazard statement for each hazard class and category. Precautionary statements must also be provided.

Safety Data Sheets: Will now have a specified 16-section format.

Information and training: Employers are required to train workers on the new labels elements and safety data sheets format to facilitate recognition and understanding.
In 2015, HCS selected SkillSurvey Reference to automate the process. The team integrated SkillSurvey Reference with their Bullhorn ATS & CRM to further streamline and accelerate the hiring process. The combined solution allows recruiters to request a reference check from within one application, which only takes about a minute of their time, and the system automatically updates once references respond. Recruiters are then notified by email when a candidate is ready to finalize and move to the next stage of the interview process.

References provide feedback on observed job-related behaviors, as well as include additional comments on a candidate’s strengths and any areas of improvement he or she observed. Since the process is so fast and easy, HCS can conduct a reference check as soon as a candidate is pre-screened, regardless of whether they have been placed.

By providing our clients with the answers to open-ended questions, we make it easier for them to determine who might be the best fit for their culture. HCS stands for Hazard Communication Standard. This standard requires that hazardous material information must be available for employees and people such as emergency response personnel because they have the right to know what kinds of hazards are present and how to then protect themselves. Hazard information should be available through the following means:
- Training
- Visual identifiers such as GHS, pipe, and NFPA labels
- The material’s Safety Data Sheet (SDS).
As part of the Hazardous Communication Standard safety data sheets are required for chemical manufacturers and importers to be able to notify the end users of the hazards that the chemical or substance may have. These documents help determine what kind of signage is needed for proper storage, handling, and training needed for the hazardous material.
Hazard Communication Standard & GHS
In recent years the Hazardous Communication Standard has been aligned with the Globally Harmonized System of Classification and Labeling of Chemicals, also known as GHS. This has enabled these two standards to communicate with the pubic in a more comprehensive manner that allows for more consistency in how hazardous material is handled by workers and labeling wise.
Several things have been changed under the Hazard Communication Standard including the format of the safety data sheets. As a result of GHS and HCS aligning their standards, SDSs have been edited to have a user-friendly 16-section format that covers all needed information about any one hazardous material. This makes it to where there aren’t multiple different documents to choose from when readily giving the hazard information out to those who require it. Labels have also been slightly modified to all have a signal word (caution, danger, or warning), pictogram(s), a hazard statement for each hazard class and category, as well as precautionary statements. Lastly, the hazard classifications for health and physical hazards present are required to be displayed. These new requirements were to be adopted by December 1st in 2013 for all facilities that work with hazardous substances.
